PORT-AU-PRINCE, Haiti – With her three children in tow, Haitian evacuee Paraguesede Martelly hurried to the front of the C-17 cargo plane s makeshift seating area to discover there were no seats, just cargo belts stretched across the floor to hold onto in case of turbulence.
